Provider's Manual on the Medicare Hospice Benefit

May 2004

CMS has moved material into the new CMS Manual System and eliminated the corresponding material from the outgoing paper-based manuals.  CMS will continue this phase-out/phase-in process until all manual instructions are included in the CMS Manual System.  NAHC has prepared a new manual that contains all the information needed by a hospice agency for Medicare eligibility, coverage, and billing.  The new manual is organized by functional area, (e.g., eligibility, entitlement, claims processing, benefit policy, secondary payer).  NAHC has integrated pertinent sections from multiple CMS on-linemanuals into a single, easy to use resource.  The manual includes all of the revisions made by CMS during the transition to its on-line system. 550 pages.

Hospice Survey and Certification Manual

July 2006

The National Association for Home Care & Hospice (NAHC) is pleased to offer the Centers for Medicare & Medicaid Services (CMS) most up-to-date Medicare surveyor guidelines, the State Operations Manual (SOM).  This was formerly Publication 7, now an on-line only manual, Publication 100-7.  Appendix M is specific to providers of the Medicare Hospice Benefit.  The regulations have not changed but CMS has included additional language to reflect some of the changes made by the Medicare Prescription Drug, Modernization and Improvement Act of 2003 and previously cleared Program Memorandum updates and survey & certification letters through December 30, 2003.  CMS will continue to make changes as issues develop and are resolved.  These will appear in the on-line only Manual.  This document contains the pertinent portions from Pub. 100-7 that affect hospice in Chapters:  1 - Program Background and Responsibilities, 2 – The Certification Process, 3 – Additional Program Activities, 5 – Complaint Procedures and Appendix M  - Guidance to Surveyors:  Hospice.

Hospice Bill of Rights
Fall 1993

This model bill of rights was developed and approved by HAA's Advisory Board of Directors. The one-page document provides information for clients' decisionmaking and appropriate service expectations. It also outlines the client's and the provider's rights. The Bill of Rights satisfies Medicare requirements, but state requirements may differ and should be verified to assure compliance.

Caring to Help Others: A Training Manual for Preparing Volunteers

Spring 2001

The manual was created over a three-year period with the assistance of nine aging, health care, and caregiving organizations, including NAHC and HAA. Eisai, Inc., a research-based, global pharmaceutical company sponsored the development and distribution of the 502-page guide. The manual was field tested and has been universally praised for being all inclusive and easy to use. It provides handouts, exercises, and guidelines for recruiting volunteers, directories of helpful organizations, and forms for record keeping.

One of the most effective and inexpensive forms of advertising, billboards offer a high frequency reach to potential consumers to promote your agency throughout the year.
