Description: The finalized new Hospice Conditions of Participation (CoP) were printed in the Federal Register on June 5, 2008. The good news is they will not be implemented until December 2 but Hospices need to know whatís new and begin to institute agency changes now to meet the new regulations. The Hospice CoPs have not been rewritten since the beginning of the Medicare Hospice Benefit in 1983. Hospice programs must demonstrate compliance, high quality care and services. To help hospices understand the proposed changes, the National Association for Home Care & Hospice (NAHC) asked the Centers for Medicare & Medicaid Services (CMS) staffers responsible for rewriting the CoPs to do a presentation and overview of the changes made in Subparts C & D of the CoPs. The workshops will review the new CoPs and compare them with the 2005 proposed regulations to explore how they will impact a hospiceís day-to-day operations. In the interest of providing a thorough analysis of the new changes, the CoPs presentation has been broken down into two sessions. Presenters will emphasize the most important areas of change.

Workshop Objectives for Subpart C – Direct Patient Care. At the conclusion of the workshop, participants will be able to:

  1. Discuss new requirements for initial, comprehensive and ongoing assessments;
  2. Identify new patientís rights CoP;
  3. Discuss quality assessment and performance improvement requirements.

Workshop Objectives for Subpart D – Administration of a Hospice. At the conclusion of the workshop, participants will be able to:

  1. Discuss the new requirement for drug management;
  2. Identify new requirements in caring for residents of SNFs;
  3. Identify new qualifications needed for hospice social workers.
