Letter from CMS on NAHC's Medical Supply Cost Reporting Recommendations

Final Report of the 3M National OASIS Integrity Project
The 3M National OASIS Integrity Project, sponsored by NAHC, the 3M Corporation, and Fazzi Associates, addresses one of the most critical issues identified in the NAHC strategic plan, the need to help clinicians generate more accurate and consistent responses to the extensive list of Outcome and Assessment Information Set (OASIS) questions. Over a five-month period, nearly 300 senior clinicians were nominated. From this group, 50 clinicians representing all regions of the country and all sizes and segments of the home care field were selected to participate in an intensive two-day expert design forum. The draft recommendations generated by the project underwent an intensive review and refinement process, and the final report was presented at NAHC's 22nd Annual Meeting in Orlando, Florida.

The Department of Health and Human Services (HHS) Office of Minority Health published the final national standards on culturally and linguistically appropriate services (CLAS) in health care.

CMS Releases FY 2003 Home Health PPS Rates
The Centers for Medicare and Medicaid Services (CMS) published the Medicare home health prospective payment system (PPS) rates effective for episodes ending on or after October 1, 2002. NAHC has compiled the information into a FY 2002-FY 2003 Home Health Wage Index comparison chart.

CMS Releases New One-Page HHABN
A new one-page Home Health Advance Beneficiary Notice (HHABN) and accompanying instructions were approved by the Office of Management and Budget and released by the Centers for Medicare and Medicaid Services (CMS) on June 4, 2002. CMS plans to issue final guidance on the HHABN and related demand billing processes to providers in the near future. Although mandatory use of the one-page HHABN is not effective until October 1, 2002, home health agencies are free to use the new form immediately if they wish. The new form replaces the temporary two-page form now in use.

CMS Releases New Guidelines for Hospice Services to SNF Residents
The Centers for Medicare and Medicaid Services (CMS) released a memorandum on May 10, 2002, to regional office administrator and state survey agencies on "Promising Practices for Implementing the Medicare Hospice Benefit for Nursing Home Residents." NAHC and the Hospice Association of America are looking for your comments on this memorandum.
