NAHC Vice President for Government Affairs, Jeff Kincheloe, and Patti Marascio, former Administrator and now Medicare consultant at the Windsong Home Health Agency in Woodlands, Texas, met earlier today with Congressman Kevin Brady (R-TX), the Chairman of the House Ways and Means Committee Subcommittee on Health. Rep. Brady’s subcommittee has jurisdiction over Medicare and many other health-related topics that are of concern to NAHC members.
The meeting was held at the firm of Alston & Bird, which provides consulting services for NAHC. Hans Rickhoff, who represents the Texas Association for Home Care & Hospice, also attended the meeting.
Mr. Kincheloe and Ms. Marascio discussed with Rep. Brady the serious deficiencies in the CMS proposed rule on home health payment rebasing. NAHC representatives also discussed the home care community’s opposition to home health copays during the meeting.
Marascio was a nurse working in home health care in 1972 when Medicare home health copays were eliminated. She attested to how harmful copays were to access to home care and the increase in hospitalizations and nursing home stays that resulted from the copay for Mr. Brady.
NAHC will be conducting a follow-up meeting to brief Brady and his staff on the proposed rebasing rule and seek Congressional oversight in the near future.
