NAHC’s President Addresses CMS Rate Rebasing Proposal

NAHC President Val J. Halamandaris recently released a video discussing CMS’ proposed home care rebasing proposal and urged NAHC members to contact their lawmakers asking them to oppose the current rebasing option.
The Centers for Medicare & Medicaid Services (CMS) announced on last month proposed changes to the Medicare home health prospective payment system (HHPPS) for 2014 incorporating rebasing along with changes in case mix weights. The CMS proposal would apply the full 3.5% rate cut authorized under the law. The results of such a cut would be an overall payment reduction of $290 million based on projected spending in 2014.
“We expected something good, but what we got was a lump of coal,” Mr. Halamandaris says in the video. “What we got may be the straw the breaks the camel’s back…Let us inform CMS that they have gone too far. It’s time to change the damage that they have caused.”
According to a previous NAHC Report article from June 28, 2013, NAHC is seeking clarifications and a full disclosure of CMS’ calculation data and methodology. At this point, NAHC believes that the proposal is based on an unsupportable calculation.
NAHC members are encouraged to contact their lawmakers and urge them to preserve access to home health care by opposing such rate cuts.
