NAHC Releases Draft Comments on the 2016 Medicare Home Health Rates and Value-Based Purchasing Regulation

The Centers for Medicare & Medicaid Services (CMS) issued an important proposed rule earlier this summer that will have significant impact on Medicare home health services in 2016. That proposed rule sets out payment rates for 2016 that include the third year of rate rebasing along with an additional rate cut for case mix creep. In addition, the proposed rule unveils a Value-Based Purchasing (VBP) program that would directly affect 9 states starting in 2016 with a 5-year pilot program. However, that VBP program can be expanded at any time to other states or the whole nation.
One of the benefits of our federal system is the opportunity for any person or organization to submit comments on proposed federal regulations that must be considered by the federal agency before any new rule is finalized. Historically, the public comment process has often led to significant changes in federal regulatory proposals, including in Medicare home health rules.
NAHC encourages all home health agencies to seriously consider the submission of comments. While we highly recommend that you compose your own unique comments, you can review the draft comments that we have developed on behalf of our membership and adopt any part of those that you deem fitting. It will be especially valuable if home health agencies include comments on the expected impact of the rules on their organization and on access to care in their service area.
