CMS Updates Hospice Quality Reporting Manual Instructions

The Centers for Medicare & Medicaid Services (CMS) issued Change Request 9460/Transmittal 52, “Fiscal Year 2017 and After Payments to Hospice Agencies That Do Not Submit Required Quality Data”, on December 18, 2015, with an effective date of January 1, 2016. The Change Request makes revisions to CMS Publication 100-22 -- Medicare Quality Reporting Incentive Programs, Chapter 3, Section 40 by rescinding and fully replacing Change Request 9091/Transmittal 45 (issued on June 24, 2015) to reflect changes to the payment reduction reconsideration process, reorganize existing material, and provide greater clarification to some aspects of the instructions but the content is not radically changed.
Of note in the model language for initial notification letters to hospices that they will be subject to the 2 percentage point reduction for failure to meet the quality reporting requirements is great detail on the types of supporting documentation that may be persuasive during the reconsideration process.
