Important Hospice and Home Health Provider Reminders

While the following issues have been addressed in previous NAHC Report articles and on the NAHC member listserv, the National Association for Home Care & Hospice (NAHC) reminds home health and hospice providers of the following forthcoming deadlines. Please share this information with appropriate staff to ensure agency compliance.
MARCH 15 -- DEADLINE TO RECERTIFY YOUR AGENCY IN EIDM. Beginning in February the Centers for Medicare & Medicaid Services (CMS) began sending emails to agency Security Officials that they must recertify their accounts BY MARCH 15, 2016, in the Enterprise Identity Management (EIDM) system. Certification in EIDM is required in order to maintain access to Provider Statistical and Reimbursement (PS&R) reports, which are used by hospices to comply with interim aggregate cap reporting requirements (which must be reported to the MAC by March 31) and by home health agencies to comply with cost reporting requirements. These notices have NOT been sent to end users. Loss of EIDM recertification will result in the Security Officer being required to make a new access request to gain entry. March 16 - 21: QIES System Down Time Scheduled for NEXT WEEK -- Mark your Calendars and Plan Ahead! ALL Centers for Medicare & Medicaid Services’ (CMS) Quality Improvement and Evaluation System (QIES) systems will be down from Wednesday, March 16 after 8:00 p.m. (EST) through Monday, March 21, 2016 at 11:59 p.m. (EST). This downtime will affect all QIES connectivity and systems. This means the national database, CASPER reports, and QW will NOT be available during this time. Additionally, the HOSPICE ITEM SET (HIS) and HOME HEALTH AGENCY OASIS SUBMISSION SYSTEMS WILL NOT BE AVAILABLE. This downtime will affect ALL QIES users. It is critical that affected Providers make the necessary contingency plans to accommodate for this downtime and ensure their data is submitted in a timely manner. PLEASE ALERT APPROPRIATE AGENCY STAFF TO THIS DEVELOPMENT.
MARCH 31 DEADLINE FOR HOSPICE AGGREGATE CAP CALCULATION AND SUBMISSION!! Beginning with the 2014 Cap year, hospices are required to annually calculate and report their estimated aggregate Cap to their Medicare Administrative Contractor (MAC) no earlier than three months after and no later than five months following the end of the hospice Cap year. The 2015 year closed on October 31, 2015, which means that hospices must report their self-calculated aggregate cap calculations (and submit any associated overpayment) by the deadline of March 31, 2016. Failure to file the Cap calculation on a timely basis and address any Cap-related liability will result in payment suspension.
