During the National Association for Home Care & Hospice’s (NAHC) March on Washington, senior staff leadership of the influential Medicaid and CHIP Payment and Access Commission (MACPAC), which advises Congress on these essential programs, met with members of the Forum of State Associations and the National Medicaid Action Council.
During the meeting, MACPAC leadership discussed their research into long term services and supports (LTSS) and home and community based services (HCBS) and the notable growth trends in each.
Kristal Vardaman, MSPH, a MACPAC Principal Analyst, discussed program and beneficiary value in moving away from institutional care. She also shared statistics and the Commission’s research plans for future study in this area, including a review in multiple states of various eligibility and functional assessment tools.
In addition, Ms. Vardaman engaged in a question and answer session with participants that included discussions of LTSS design features and incentives for state-based HCBS adoption.
The discussion was part of NAHC, the Forum, and the Council’s ongoing and regular dialogue with analysts and regulators from the federal government who are responsible for safety net programs, their beneficiaries, and the home health agencies that support them.
The March on Washington also included a session featuring a top Medicaid official (see previous NAHC Report articles here and here).
