NP Auditor 2008

The NP Auditor is a fast, efficient and economical tool for use by home health agency management for validating case-mix scores and working with field clinicians responsible for completing OASIS assessments. With the introduction of a more complex PPS case-mix, home health agencies have found that hand calculation of case weights is no longer a simple task. Therefore, the National Association for Home Care & Hospice (NAHC) has partnered with the developers of the Home Health PPS Auditor 2008 to help agencies leapfrog over manual case-mix and payment calculations by introducing a simple new software program that will do those calculations for them. This program can be used to determine episode Home Health Resource Groups (HHRG), Health Insurance Prospective Payment Codes (HIPPS), and payment amounts in a matter of minutes. Use of this tool, over manual calculations, results in tremendous time savings for agency personnel.

Built using CMS pseudocodes and PPS tables, this program will not only provide information to home visiting staff and managers about the payment level for the responses scored on OASIS, but can also be used to demonstrate the financial consequences of incorrect OASIS scoring. The program offers rolling calculations of HIPPs, HHRG, and payment amounts in real-time as each of the clinical, functional, and service utilization case-mix items is recorded. In order to calculate HRRGs, HIPPS, and payment amounts, agency clinicians need only enter the OASIS case-mix items into the program. Simply correct an OASIS response and the impact of new responses will be seen immediately.

The output page of the software program exactly parallels Table 2A (Case-Mix Adjustment and Variable Scores) in the Federal Register notice for the PPS final rule. The program was built in accord with CMS grouper specifications. 

It is important to note that the auditor is not to be used to plan care or to adjust the OASIS inputs to secure higher payments. Rather, the purpose of the tool is to provide a view of the PPS case-mix based on clinicians’ responses to the OASIS items and compare it to the PPS case-mix if the OASIS assessment items were answered in accord with CMS instructions.
