Status Update on Medicare Initiatives of Interest to Home Care Providers

Below, please find regulatory status updates for some key Medicare issues that pertain to the home care community. Any additional updates will be shared via future issues of NAHC Report.


The Centers for Medicare & Medicaid Services (CMS) reissued an MLN Matters article announcing the activation of Provider Enrollment, Chain and Ownership System (PECOS) edits for home health agencies and durable medical equipment suppliers (DME) with an effective date of May 1, 2013.

In Phase 2 of PECOS, if the ordering/referring provider does not pass the edits, the claim will be denied. This means that the billing provider will not be paid for the items or services that were furnished based on the order or referral. The edits will apply to home health statements with “From” dates on or after May 1, 2013.

It’s not too late to attend and take advantage of this year’s educational and general sessions

Of particular note are Educational Sessions 104: “CMS Home Health Panel” scheduled for Monday, March 18, from 10:30 to 12:00 p.m. and Educational Session 202: “CMS Panel on Medicare Hospice Benefit.” From 2:00 p.m. to 3:30 p.m. on Monday, March 18. Both panels will offer attendees insight and access to CMS decision makers who will discuss a wide-range of topics of issues that pertain to the home health and hospice community.

Hospice Quality Reporting Program: NQF #0209 Deadline April 1
Deadline quickly approaching to avoid 2 percentage point reduction to APU for FY 2014

To comply with the Payment Year 2014 Hospice Quality Reporting Program (HQRP) requirements, providers should currently be entering their NQF #0209 data on the data entry and submission website. Providers that have not already created a data entry account should do so now.

The deadline for reporting NQF #0209 data for Payment Year 2014 (beginning Oct. 1, 2013) is April 1, 2013. In order to avoid a 2 percentage point reduction in the Annual Payment Update (APU), providers must have submitted their structural measure data by Jan. 31, 2013 and must submit their NQF #0209 data by April 1.

Seeking strong leader to head well-established not-for-profit home care agency with staff of 400 home health aides, nurses, social workers and support staff in northern NJ. Must be strong advocate for community-based care, with knowledgeable of managed care and the Affordable Care Act. Responsibilities include: the management and operations of the office, including budgeting, fiscal management, operations, recruitment, marketing and business development.
