NAHC’s President Addresses CMS Rate Rebasing Proposal

NAHC President Val J. Halamandaris recently released a video discussing CMS’ proposed home care rebasing proposal and urged NAHC members to contact their lawmakers asking them to oppose the current rebasing option.

The Centers for Medicare & Medicaid Services (CMS) announced on last month proposed changes to the Medicare home health prospective payment system (HHPPS) for 2014 incorporating rebasing along with changes in case mix weights. The CMS proposal would apply the full 3.5% rate cut authorized under the law. The results of such a cut would be an overall payment reduction of $290 million based on projected spending in 2014.

“We expected something good, but what we got was a lump of coal,” Mr. Halamandaris says in the video. “What we got may be the straw the breaks the camel’s back…Let us inform CMS that they have gone too far. It’s time to change the damage that they have caused.”

Hospice Association of America Submits Comments on Revisions to Hospice Cost Report

On June 28, the National Association for Home Care & Hospice’s affiliated Hospice Association of America (HAA) submitted comments to the Centers for Medicare & Medicaid Services (CMS) on its proposed revisions to the hospice cost report. HAA has long supported expanded data collection and modifications to the hospice cost report, and urged in its comments that CMS make significant modifications to the cost report and instructions prior to implementation to ensure “success…in securing the expanded data that [CMS] is seeking and hospices are not unnecessarily burdened by the changes.”

HAA noted that representatives of NAHC’s Home Care and Hospice Financial Managers Association (HHFMA) workgroup conducted a thorough review of the proposed changes.
