NAHC Submits Comments on House Ways and Means Committee’s Draft Legislation on Home Health Copayments

The National Association for Home Care & Hospice (NAHC) recently submitted comments on the House Ways and Means Committee’s draft legislation on adding a home health copayment to Medicare. The House Ways and Means Committee has jurisdiction over the Medicare program, and NAHC’s comments come in response to Chairman Dave Camp’s (R-MI) request for public feedback on such a proposal.

In its comments, NAHC states that:

“Congress eliminated the home health copayment in 1972 for the very reasons it should not be resurrected now. The home health copayment in the 1960s and 1970s deterred Medicare beneficiaries from accessing home health care and instead created an incentive for more expensive institutional care.  Reinstating the home health copay today would undo the progress made in efforts to reduce unnecessary hospitalizations and nursing home stays.”

NAHC Legislative Action Network (NAHC LAN) Provides Many Resources to Help Home Care Advocates Combat Home Health Rebasing Rule

As part of its ongoing campaign to block the CMS proposed Medicare home health rebasing rule that would cut Medicare home health payments by 14 percent (see NAHC Report, July 18, 2013), NAHC has developed jointly with the Alliance for Home Health Quality and Innovation, the Partnership for Quality Home Healthcare, and the VNAA a series of resources to aid in making the case against these rebasing cuts. 

Among the resources that are available are a comprehensive white paper that covers all aspects of the rule and its many deficiencies, talking points for use in meetings with Members of Congress and their health staffers - as well as the media - the projected impact of the rule on the states and Congressional districts, and a series of one pagers graphically describing the impact of the rule on such areas as jobs, small businesses, and medically underserved communities.
