NAHC and Its Affiliates – the Hospice Association of America and the National Council on Medicaid Home Care – Complete 2014 Legislative, Regulatory Agendas

Each year the policy staffs of the National Association for Home Care & Hospice (NAHC) and its affiliates, the Hospice Association of America (HAA) and the National Council on Medicaid Home Care (Medicaid Council), develop agendas for legislative and regulatory activities in the coming year. The process of compiling the 2014 Legislative and Regulatory Blueprints for Action and Legislative Priorities has been completed.

The policy staffs of these organizations sought input to help develop these blueprints, which lay out the action plan and basis for advocacy efforts for the coming year. Throughout the year as issues develop, NAHC, HAA, and the Medicaid Council gather ideas for these agendas from members, state association affiliates, advisory committees, and the NAHC Board of Directors.

With potential big changes on the legislative and regulatory horizon for this year on Capitol Hill, NAHC, HAA, and the Medicaid Council are planning ahead as always with strategies to protect the continued viability of home care and hospice.

Home Health Not Subject to RAC Prepayment Demonstration Edits

The Centers for Medicare and Medicaid Service (CMS) has confirmed that home health agencies will not be subject to the current Recovery Audit Contractor (RAC) prepayment demonstration project. CMS stated the reason there is no prepayment review for home health agencies is “because of our current procurement process for new Recovery Auditor contracts, we have decided to “pause” our Prepayment Review Demonstration. And, because of the timing of the pause, along with the fact that there will be a nationwide Recovery Auditor for home health claim reviews, we decided to remove the edits for home health claims at this time.”

CMS announced a RAC prepayment review demonstration project to begin in September 2012. The prepayment review demonstration was to include all provider types but initially limited it to hospitals in seven states with high incidences of improper payments and fraud: Florida, California, Michigan, Texas, New York, Louisiana and Illinois, and, four states with high claims volumes of short inpatient hospital stays: Pennsylvania, Ohio, North Carolina, and Missouri.

From what NAHC has gathered, there was no set plan for when other providers would be added. However, in January, CMS posted additional review topics and provider types that would be part of the prepayment review demonstration project in 2014.

NAHC 2014 March on Washington Conference & Exposition

Private Duty Nursing Supervisor

We have an opening for a Private Duty Nursing Supervisor in St. Louis, MO. Must have current Missouri RN license, at least two years of private duty nursing experience with medically fragile patients, and one year of private duty supervisory experience. The position is full time, Monday through Friday.

Responsibilities include:

- Creates Plan of Care. Documents patient status in an accurate, timely and concise manner and reviews all documentation for accuracy and completeness
- Competent and knowledgeable in performing baseline-nursing skills. Knowledge in wound care, tube feedings, tracheotomy care, catastrophic injury care, pulmonary care, ventilator care, spinal cord injury care, seizure disorder care, catheter care, and diabetes care strongly encouraged
- Communicates effectively with patients, families and physicians and other team members
- Demonstrates organization and leadership abilities by effective use of time and personnel through supervision and teaching.
- Maintains a committed and cooperative attitude with staff, promoting teamwork and harmony by readily assisting other staff and patients.
- Supervises employee at recerts, and supervises each employee annually and PRN.
- Maintains Recert/Evaluation calendar

Private Duty Staffing Coordinator

Immediate opening for a Private Duty Staffing Coordinator in St. Louis, MO. We are looking for someone with a minimum of one year private duty nursing scheduling experience at a licensed homecare agency. The position is full time, Monday through Friday.

Responsibilities include:
- Record intake from prospective clients
- Obtain availability from nursing and aide field staff
- Coordinate private duty clients' needs with medical staff availability
- Assign nurses and aides to service patients
- Communicates effectively with patients, families and medical staff
- Maintains a committed and cooperative attitude with patients and staff

Job Requirements:
- Minimum of one year experience in private duty nursing scheduling
- Great interpersonal and telephone skills
- Strong organizational, time-management and computer skills
- Ability to multi-task
- Must be detail oriented and pleasant
