NAHC Cosponsors Long-Term Care and Law Conference
NAHC’s Vice President for Law Spearheads Home Care Programs

The National Association for Home Care & Hospice (NAHC) cosponsored the recent conference on Long-Term care and the Law presented by the American Health Lawyers Association (AHLA). This is the fourth consecutive year that NAHC was a cosponsor. Each year has shown a significant increase in the home care programming offered.

Health care executives and lawyers from across the country attended the conference held this year in Las Vegas.  Bill Dombi, NAHC’s VP for Law, opened the home care programming with a session on legislative, regulatory, and legal issues affecting home care providers and hospices. A packed room heard an update on current Congressional action on Medicare, Medicaid, and other health programs.

Conference programming also included a number of home care-focused sessions along with workshops of importance to home care companies and other post-acute care providers. The programs included sessions on compliance, business transactions, telehealth, claims audits, employee compensation under the Fair Labor Standards Act, managed care and the ACA employer mandate. Presenters came from the health law experts from around the country for the only conference of its kind.

Home Care Medicaid Fraud Developments in Half a Dozen States

The National Council for Medicaid Home Care – a NAHC Affiliate - recently reported on developments in home care Medicaid fraud and abuse, including: 1) recent arrests in Washington, DC; 2) convicted caregiver fraud and record Medicaid recoveries in New York; 3) alleged caregiver fraud in Arkansas; 4) convicted caregiver fraud in Wisconsin; 5) convicted beneficiary fraud in Kansas; and 6) alleged caregiver fraud in Michigan.

Below is a synopsis of these developments:

Washington, District of Columbia

In what the FBI is calling “the largest health care fraud takedown in the history of the District of Columbia,” on February 20, federal authorities arrested and charged 25 people with Medicaid fraud. One defendant, an owner of three home care agencies and who was barred from federal health care programs following revocation of her nursing license, allegedly defrauded the Maryland and DC Medicaid programs out of over $75 million. Charges for this defendant include money laundering.

Private Duty Nursing Supervisor

We have an opening for a Private Duty Nursing Supervisor in St. Louis, MO. Must have current Missouri RN license, at least two years of private duty nursing experience with medically fragile patients, and one year of private duty supervisory experience. The position is full time, Monday through Friday.

Responsibilities include:

- Creates Plan of Care. Documents patient status in an accurate, timely and concise manner and reviews all documentation for accuracy and completeness
- Competent and knowledgeable in performing baseline-nursing skills. Knowledge in wound care, tube feedings, tracheotomy care, catastrophic injury care, pulmonary care, ventilator care, spinal cord injury care, seizure disorder care, catheter care, and diabetes care strongly encouraged
- Communicates effectively with patients, families and physicians and other team members
- Demonstrates organization and leadership abilities by effective use of time and personnel through supervision and teaching.
- Maintains a committed and cooperative attitude with staff, promoting teamwork and harmony by readily assisting other staff and patients.
- Supervises employee at recerts, and supervises each employee annually and PRN.
- Maintains Recert/Evaluation calendar

Private Duty Staffing Coordinator

Immediate opening for a Private Duty Staffing Coordinator in St. Louis, MO. We are looking for someone with a minimum of one year private duty nursing scheduling experience at a licensed homecare agency. The position is full time, Monday through Friday.

Responsibilities include:
- Record intake from prospective clients
- Obtain availability from nursing and aide field staff
- Coordinate private duty clients' needs with medical staff availability
- Assign nurses and aides to service patients
- Communicates effectively with patients, families and medical staff
- Maintains a committed and cooperative attitude with patients and staff

Job Requirements:
- Minimum of one year experience in private duty nursing scheduling
- Great interpersonal and telephone skills
- Strong organizational, time-management and computer skills
- Ability to multi-task
- Must be detail oriented and pleasant
