National Council on Medicaid Home Care Analyzes Medicaid Provisions in President’s 2015 Budget

On March 4, President Obama released his budget proposal for the Department of Health and Human Services (HHS) for Fiscal Year 2015.  The National Council on Medicaid Home Care – a NAHC affiliate - reports on the budget’s implications for Medicaid home care.

Overall Medicaid budget. Overall, outlays in Medicaid were expected to rise from $2.7 billion in 2013 to $3.1 billion in 2014 to $3.4 billion in 2015.  The budget also includes a total of $7.3 billion in total savings to the Medicaid program. For details, see pages 14 and 55, here.

Program integrity. Under the President’s budget proposal, FY 2015 Medicaid program integrity expenditures will total $522 million, of which $423 million is the federal share.  To see the breakdown of these costs, see page 72, here. To see total investments and savings in the Medicaid Integrity Program from 2014 through 2024, see page 70, here.  Program integrity legislative proposals would altogether amount to $620 savings over 10 years.  See page 81, here.

Upcoming Hospice Quality Reporting Program Deadline:
FY 2015 Reporting Cycle Data Due to CMS by11:59 PM ET April 1, 2014

As part of the Hospice Quality Reporting Program (HQRP), hospices should currently be preparing to submit Fiscal Year (FY) 2015 Reporting Cycle data. CMS presented information about reporting requirements, provider resources, and important dates for the FY 2015 Reporting Cycle of the HQRP during the March 5, 2014 Home Health, Hospice & Durable Medical Equipment Open Door Forum (ODF). An audio recording of the ODF is available until 2 business days after the call. Recording information is included on the call agenda, available on the ODF Page under “Downloads.”

Private Duty Nursing Supervisor

We have an opening for a Private Duty Nursing Supervisor in St. Louis, MO. Must have current Missouri RN license, at least two years of private duty nursing experience with medically fragile patients, and one year of private duty supervisory experience. The position is full time, Monday through Friday.

Responsibilities include:

- Creates Plan of Care. Documents patient status in an accurate, timely and concise manner and reviews all documentation for accuracy and completeness
- Competent and knowledgeable in performing baseline-nursing skills. Knowledge in wound care, tube feedings, tracheotomy care, catastrophic injury care, pulmonary care, ventilator care, spinal cord injury care, seizure disorder care, catheter care, and diabetes care strongly encouraged
- Communicates effectively with patients, families and physicians and other team members
- Demonstrates organization and leadership abilities by effective use of time and personnel through supervision and teaching.
- Maintains a committed and cooperative attitude with staff, promoting teamwork and harmony by readily assisting other staff and patients.
- Supervises employee at recerts, and supervises each employee annually and PRN.
- Maintains Recert/Evaluation calendar

Immediate opening for a Private Duty Staffing Coordinator in St. Louis, MO. We are looking for someone with a minimum of one year private duty nursing scheduling experience at a licensed homecare agency. The position is full time, Monday through Friday.

Responsibilities include:
- Record intake from prospective clients
- Obtain availability from nursing and aide field staff
- Coordinate private duty clients' needs with medical staff availability
- Assign nurses and aides to service patients
- Communicates effectively with patients, families and medical staff
- Maintains a committed and cooperative attitude with patients and staff

Job Requirements:
- Minimum of one year experience in private duty nursing scheduling
- Great interpersonal and telephone skills
- Strong organizational, time-management and computer skills
- Ability to multi-task
- Must be detail oriented and pleasant
