Medicaid Council Advocates for Employer Mandate Fix

The employer mandate under the Affordable Care Act is expected to have a significant negative impact on home care providers beginning in 2015. A 2013 study conducted by the National Association for Home Care & Hospice found that nearly 75% of Medicaid-oriented home care agencies do not provide health insurance to their personal care attendants/home care aides. For private pay companies, the number rises to 90%.

Since 2011, NAHC has advocated for reforms that would eliminate or mitigate the impact of the employer mandate on home care. Potential remedies include an exemption of home care employers, a modification of the definition of "full-time employee," and additional funding to pay for the cost of health insurance or the employer penalty.

Recently, the National Council on Medicaid Home Care, a NAHC affiliate, met with officials from the Centers for Medicare and Medicaid Services and the Internal Revenue Service to attempt to craft a Medicaid-specific remedy. The fact that Medicaid is partially funded by federal monies provides some opportunity for unique remedies that would not fit for private pay home care.

Hospice and PECOS

On March 13, 2014 CMS posted a notice on the Hospice Center webpage instructing hospices to be sure their information is correct and current in the PECOS system. 

This request is directly related to the hospice and Part D prior authorization (PA) policy effective May 1, 2014.  CMS, in its memo of March 10, 2014, instructed the Part D plan sponsors to obtain hospice contact information from the PECOS system and indicated this hospice information will be available in PECOS by May 1.

Medicaid Home Care Education Sessions Announced for this Year’s March on Washington

The Home Care and Hospice community is at a critical point as new rules are being considered on Capitol Hill that could affect how home care and hospice organizations operate and pose a significant challenge to the mission to serve America’s aged, disabled, and ill.

Private Duty Nursing Supervisor

We have an opening for a Private Duty Nursing Supervisor in St. Louis, MO. Must have current Missouri RN license, at least two years of private duty nursing experience with medically fragile patients, and one year of private duty supervisory experience. The position is full time, Monday through Friday.

Responsibilities include:

- Creates Plan of Care. Documents patient status in an accurate, timely and concise manner and reviews all documentation for accuracy and completeness
- Competent and knowledgeable in performing baseline-nursing skills. Knowledge in wound care, tube feedings, tracheotomy care, catastrophic injury care, pulmonary care, ventilator care, spinal cord injury care, seizure disorder care, catheter care, and diabetes care strongly encouraged
- Communicates effectively with patients, families and physicians and other team members
- Demonstrates organization and leadership abilities by effective use of time and personnel through supervision and teaching.
- Maintains a committed and cooperative attitude with staff, promoting teamwork and harmony by readily assisting other staff and patients.
- Supervises employee at recerts, and supervises each employee annually and PRN.
- Maintains Recert/Evaluation calendar

Immediate opening for a Private Duty Staffing Coordinator in St. Louis, MO. We are looking for someone with a minimum of one year private duty nursing scheduling experience at a licensed homecare agency. The position is full time, Monday through Friday.

Responsibilities include:
- Record intake from prospective clients
- Obtain availability from nursing and aide field staff
- Coordinate private duty clients' needs with medical staff availability
- Assign nurses and aides to service patients
- Communicates effectively with patients, families and medical staff
- Maintains a committed and cooperative attitude with patients and staff

Job Requirements:
- Minimum of one year experience in private duty nursing scheduling
- Great interpersonal and telephone skills
- Strong organizational, time-management and computer skills
- Ability to multi-task
- Must be detail oriented and pleasant
