CMS Releases 2015 Home Health Payment Rates, New Rules
CMS proposes eliminating the physician narrative and simplifying other aspects of the Face-to-Face requirement. NAHC staff still analyzing implications of the new rule

CMS has released its proposed rule for 2015 home health payment rates. While the full rule is still being analyzed, it does include very important changes to the face-to-face requirements.

Below is a quick overview of what is contained within the rule:

  1. CMS proposes to eliminate the physician narrative requirement that has plagued physicians and home health agencies
  2. Other changes to F2F to make it clearer and simpler
  3. Rate rebasing continues with an $80.95 base episode rate reduction offset by a proposed 2.2 inflation update (2.6 MI minus 0.4 productivity adjustment)
  4. Recalibration of case mix weights again
  5. New wage index that is a 50/50 blend of the new CBSA designations

On revising the face-to-face requirement and eliminating the physician narrative, NAHC President Val J. Halamandaris stated that, “We are delighted that CMS has heard and acted upon our recommendations. NAHC will continue fighting for the industry to get relief for past claims denied.”
