An Update on H.R. 4625 Rebasing Legislation
NAHC encourages its members to contact their elected officials and ask them to support H.R. 4625

Earlier this year, Congressman Ralph Hall (R-TX) introduced the Medicare Home Health Rebasing Relief and Reassessment Act (H.R.4625).  The bill would suspend the rebasing rule for 12 months and require that CMS reassess the rule and submit a report to Congress on alternative rebasing methods, including methods offered by stakeholders.  NAHC and the Texas Association for Home Care & Hospice were involved in drafting the legislation and getting it introduced.

NAHC encourages all of its members to take a moment to contact their Representatives in the House and ask that they cosponsor this legislation.

NAHC is also working to get a Senate companion bill introduced.

The following Members of Congress have signed on the bipartisan Medicare Home Health Rebasing Relief and Reassessment Act (H.R. 4625) since its introduction:

  • Ralph Hall (R-TX)
  • Dave Loebsack (D-IA)
  • Bruce Braley (D-IA)
  • Markwayne Mullin (R-OK)
  • Randy Neugebauer (R-TX)
  • Steve Pearce (R-NM)
  • Mac Thornberry (R-TX)

CMS Adds News Postings to the Hospice Quality Reporting Webpage

The Centers for Medicare and Medicaid Services (CMS) recently added new postings to its Hospice Quality Reporting website. The new postings are as follows:

Hospice providers should not submit any HIS records for patients admitted prior to 7/1/2014 but discharged after 7/1/2014

A HIS-Admission and HIS-Discharge record are to be submitted for all patient admissions to a Medicare-certified hospice program on/after July 1, 2014.  Hospices are not required to submit any HIS records for patient admissions prior to July 1, 2014, regardless of when the patient is discharged.

If a provider attempts to submit a HIS-Discharge record for patients with an admission date prior to 7/1/2014, that record will be rejected by the QIES ASAP system.

Two new fact sheets are available on the “Hospice Item Set (HIS)” Portion of this website
