Important Hospice Updates: Effective Dates for CR8877 Edits and CAHPS Vendor List
Hospice: Important Notice on Effective Date for CR8877 Edits

Based on information that NAHC’s Hospice Association of America (HAA) has received from sources at the Centers for Medicare & Medicaid Services (CMS), and that was included in the FY2015 hospice payment/wage index final rule, HAA recently provided notice that the edits related to hospice diagnosis coding referenced in Change Request (CR) 8877 would be effective for claims submitted on or after October 1, 2014.

Subsequently, HAA received conflicting information on the edits that required HAA staff to ask CMS for clarification.  Over the weekend, HAA received final confirmation that all of the edits for which instruction is provided in CR 8877 will apply for claims with dates of service on or after October 1, 2014.  

HAA wishes to apologize for any inconvenience created from previously shared information.

Congress Returns from its Summer Recess
Both chambers will be in session for at most three weeks before adjourning for the Midterm Elections. Little progress expected to be made on many pressing issues

Both the House of Representatives and the Senate return this week from Congress’ five-week summer recess. While there are many pressing foreign and domestic issues facing lawmakers, expectations are low that much outside of passing a Continuing Resolution (CR) to keep the government open will be achieved before Congress again adjourns for the Midterm Elections. Senate Minority Leader Mitch McConnell (R-KY) is eyeing September 23 for the Senate’s adjournment. House Speaker Boehner is looking for his chamber to adjourn on September 19.

A recent article in Politico outlines the legislative strategy for this brief session:

“Senate Democrats are preparing to load up the calendar with politically charged bills, kicking off election season with a constitutional amendment proposed by Sen. Tom Udall (D-N.M.) to allow Congress and the states to more tightly regulate how campaigns are financed. Once that bill meets a certain death in the Senate, Democrats are looking at reviving other proposals — such as one to raise the minimum wage to $10.10 per hour, another to let people more easily refinance their student loans and another to close the wage gap between men and women...

Next National Council on Medicaid Home Care Call with the Experts Scheduled for Thursday, September 25, 2014
Call will focus on resources available to Council members, a tutorial on online research resources, and the Council’s redesigned website

On Thursday, September 25, 2014 the National Council on Medicaid Home Care will host it’s next “Call with the Experts” teleconference. For those new to the Council, this is a regular call hosted by the Council where subject matter experts provide valuable information on crucial issues facing Medicaid home care.

The focus of the September call will be a tutorial on the online research resources offered to Medicaid Council members. Over the last few months, Steve Postal, Director of the Medicaid Resource Center, has re-designed the Medicaid Council website in order to simplify searches and allow greater accessibility to materials produced by the Council. Steve has also completed work on the Medicaid Resource Center, which is a tool that will allow members easy access to materials related to Medicaid home care from a wide variety of sources. Finally, as a benefit of membership, Medicaid Council members have access to the MultiState, which is a nationwide legislative and regulatory tracking service. During the call, Steve will guide participants through the features of each of these websites. Members will have an opportunity to ask questions and receive assistance with any website functionality questions.

This teleconference is set for Thursday, September 25, 2014 at 3:00PM-4:00PM EST. The teleconference is open to all Medicaid Council members without charge. Feel free to include any and all of your staff. The teleconference will include two-way communication capabilities.
