Forum of State Associations Letter Expresses Support for Advance Care Planning Services
Conveys Support for CMS Proposal to Activate Advance Care Planning Codes in CY2016

The Forum of State Associations (Forum) is an affiliated organization of the National Association for Home Care & Hospice (NAHC). It is comprised of state home health, home care, and hospice associations from across the nation. A total of 41 member associations of the Forum sent a letter dated Tuesday, August 11, to the Centers for Medicare & Medicaid Services (CMS) that conveyed support for CMS’ plans to activate the Advance Care Planning codes in calendar year (CY) 2016 as indicated in the proposed physician payment rule. In July 2015, CMS released proposed changes to the Medicare physician fee schedule for CY2016, including payment to physicians for advance care planning sessions (see previous NAHC Report article here). NAHC had previously joined with other organizations in urging CMS to include coverage of such planning in the 2016 physician payment rule. In July, following CMS’ announcement of the proposed rule, NAHC President Val J. Halamandaris called the inclusion of advance care planning services, “a vital step toward improving quality of care and ensuring patient involvement and self-determination in the health care decision-making process.”

The Forum letter—addressed to CMS Acting Administrator Andy Slavitt—applauded CMS’ proposed action and leadership in the effort to include advance care planning services as part of the Medicare benefit. “The Forum is appreciative of the opportunity to express support for [CMS’] proposal to classify CPT codes 99497 and 99498 as “active” codes and to permit separate payment for them under the Medicare physician fee schedule,” the Forum stated in the letter.

How to Solve New Challenges in Home Care

The last two years have brought in many regulatory changes. Some of those changes include the companionship, live-in, and white-collar exemptions. Others relate to contractor classification, the Family Medical Leave Act, and the increased number of audits by oversight bodies. To be in compliance, home care agencies must understand the new rules, and modify or change their current processes in accordance with the new demands. In addition, they would do well to anticipate other changes that may occur.

The Final FY2016 Hospice Rule: A Comprehensive Update on Payment and Policy Issues
Tuesday, August 18, 2015, 1:00 PM – 2:00 PM Eastern

Program Description:

This program will explore hospice policy changes CMS finalized in recent weeks, and provide a comprehensive update of CMS' plans and timelines for implementing reform of the hospice payment system, and changes related to the inpatient and aggregate Caps, the Hospice Quality Reporting Program (HQRP), and diagnosis coding on claims. Presenters will also discuss potential future policy changes in the hospice arena.

POSITION SUMMARY

The Director executes direct administration of the Community Nurses Inc. System Home Health and Hospice departments, Adult Day Services and Support Services as evidenced by achieving results in clinical quality, service excellence, human resources management and financial management.  The Director assists in developing and implementing a strategic plan for the growth and development of Community Nurses Inc. services in collaboration with the AVP of Home Health/Hospice and other Penn Highlands Healthcare leadership.

JOB QUALIFICATIONS

  • Bachelors Degree in Nursing, Business Administration, or related field required; Masters Degree in Nursing, Business Administration, or related field preferred.
  • System management experience preferred.
  • Five years home health/hospice nursing experience preferred.
  • Two years management experience in home health/hospice setting required.
  • Demonstrates effective communication and collaboration skills with physician and all other members of the health care team
  • Progressive and successful work history
  • Specialty certification preferred
