Status Update and Call for Input! Hospice NOE/NOTR Timely Filing Requirements
New Deadline For Survey Participation Is COB September 4, 2015

Since the October 2015 implementation of the timely filing requirements for the Notice of Election (NOE) and Notice of Election Termination/Revocation (NOTR), hospice providers have encountered significant difficulties in ensuring timely processing of the notices, resulting in lost revenues and increased administrative costs. The National Association for Home Care & Hospice (NAHC) and the National Hospice and Palliative Care Organization (NHPCO) are conducting a joint survey designed to gather information from hospice providers about challenges they have encountered as they work to meet the new filing requirements. The information gathered in the survey will be used in communications with the Centers for Medicare & Medicaid Services (CMS) and others in our efforts to address ongoing NOE/NOTR processing concerns.

A Special Note About the NAHC/NHPCO Survey: The information sought in the survey is vital to our advocacy efforts, but the survey is lengthy and requests some specific data from hospice providers.

Update: More Support for House Sign-on Letter to CMS on Payment Cuts and Unsustainable Value Based Purchasing Penalty Percentage

A total of 21 members of the U.S. House of Representatives have now agreed to co-sign the letter to the Centers for Medicare & Medicaid Services (CMS) to prevent the proposed home health case mix cut and Home Health Value Based Purchasing (HHVBP) penalty percentage.

The most recent additions include Representatives Scott DesJarlais (R-TN-4), Mac Thornberry (R-TX-13), Dave Trott (R-MI-11), Walter B. Jones Jr. (R-NC-3), Leonard Lance (R-NJ-7), and Niki Tsongas (D-MA-3).

Others who have signed the letter include Representatives Greg Walden (R-OR-2), Tom Price (R-GA-6), James P. McGovern (D-MA-2), Earl Blumenauer (D-OR-3), Yvette D. Clarke (D-NY-9), Charles W. Boustany Jr., M.D. (R-LA-3), Alcee L. Hastings (D-FL-20), Ralph Abraham, M.D. (R-LA-5), Bill Pascrell, Jr. (D-NJ-9), Richard Hanna (R-NY-22), David B. McKinley, P.E. (R-WV-1), Patrick Meehan (R-PA-7), Luke Messer (R-IN-6), Devin Nunes (R-CA-22), and Mike Thompson (D-CA-5).

Congratulations New Jersey, Oregon, Georgia, Massachusetts, Louisiana, New York, Florida, West Virginia, Pennsylvania, Indiana, California, Tennessee, Texas, Michigan, and North Carolina, for getting one or more of your Representatives on the letter.

Housing Update for 2015 Annual Meeting

Referral Center Registered Nurse

The Visiting Nurse Association of Greater Philadelphia is the largest and oldest provider of hospice and home care in the Philadelphia region.

Position Summary:

Responsible for management of the clerical and clinical operations of the Intake Department.  Responsible for making clinical judgments regarding referral requests received by the Intake Department .Assists in planning and arranging for patient care needs in home or community based settings on a comprehensive basis. Initiates contact and follow up calls with referral sources to assure completeness on individual patient referrals, and educates referral sources on the VNA’s mission and full range of home and community health services. 


  • Two years professional level health care experience with a knowledge base of all aspects of home care.
  • ICD-10 training required
  • Knowledge of needs and requirements of third party payers, including Medicare, Medicaid and others.
  • Ability to identify unmet needs and match them with appropriate services in a complex clinical and financial environment.
  • Proficient in Computer Software Programs
  • PA Registered Nurse Licensure.
  • Flexibility of schedule- Will require some evening hours
  • BS in Nursing required
