NAHC Submits Comments on the OASIS C2

The National Association for Home Care & Hospice (NAHC) raised concerns regarding the multiple applications (payment, value based purchasing, star ratings, and quality measure reporting) that the OASIS assessment instrument has for home health agencies. Noting that accuracy in completing the OASIS data set is imperative. Even minor changes to the OASIS will require additional training and could affect accuracy.

NAHC is also concerned that the requirements for cross setting measures and standardized assessment data could result in a lengthy assessment tool that will become very burdensome for agencies to administer. NAHC recommends that existing OASIS items  be replaced or altered where duplication and/or overlap occurs.

A recommendation was offered to incorporate the revised the National Pressure Ulcer Advisory Panel (NPUAP) changes in terminology and updates that went into effect April, 2016.

And as usually, NAHC believes CMS has underestimated the burden for agencies in relation to the cost for training, collection and submission of the OASIS data set.

Louisiana Launches Medicaid Expansion Enrollment

On June 1, 2016, Louisiana began enrollment in its Medicaid expansion program under the Affordable Care Act. Louisiana residents with a household income below 138 percent of the federal poverty level will now be eligible to enroll in health coverage through the program. Coverage will begin effective July 1, 2016. With the addition of Louisiana, 31 states and the District of Columbia now have expanded Medicaid.

The U.S. Department of Health and Human Services (HHS) Secretary Sylvia M. Burwell applauded the launch of Louisiana’s Medicaid expansion program through the Affordable Care Act. In a press release, HHS marked it as a “tipping point” given that now more than half of the nation’s uninsured live in states that have expanded Medicaid and could gain coverage under the program.

Executive Director, VNAs of Vermont

The VNAs of Vermont is a membership organization of ten not-for-profit Visiting Nurse Associations in Vermont. The purpose of this organization is to increase knowledge of and to develop, improve, and expand the quality of community based home health and hospice care in Vermont. This is done through fostering collaboration and cooperation amongst member agencies and partner organizations and programs, education, leadership and public policy and advocacy.

The Executive Director is a dynamic leader who creates vision and strategically executes a plan to the membership organizations:

The responsibilities would include supervision and operational oversight of hospice operations in all regions and for the clinical care and non-clinical services delivered to patients with twenty-four hour accountability for patient care and operations of the hospice division. Candidates must have a current RN license and bachelor’s degree. Three years of management/supervisory experience and hospice experience preferred.
