CMS Issues Transmittals Related to Duplicate Claim Reviews and Suspension of Payments

The Centers for Medicare & Medicaid Services has issued Change Request (CR) 9665 forbidding  Medicare post payment review contractors from performing duplicative claims reviews.

The CR is being issued in response to a U.S. Government Accountability Office (GAO) report 14-474 that found CMS did not have effective internal controls to prevent post payment review contractors from duplicating claim reviews.

The policy applies the Medicare Administrative Contractors (MAC), the Recovery Audit Contractors (RAC), and the Supplemental Medical Review Contractors (SMRC). The Comprehensive Error Rate Testing (CERT) contractors are permitted to duplicate another contractor’s review, when appropriate, if those claims are chosen as part of a statistically valid random sample to measure improper payment rates. In addition, the Zone Program Integrity Contractors (ZPIC) may duplicate a claim review in order to support their case development or other administrative action.

Survey: Demand for More Caregivers in Home Care Providers is Strong

The demand for caregivers in the home care industry is robust, but difficulty finding qualified employees remains the single biggest challenge for companies wanting to hire more staff, according to a recent study.

Seventy six percent of private duty agencies are expecting to hire more caregivers in 2016 than they did in 2015, says a survey from CareInHomes Caregivers. By contrast only one percent could imagine fewer hires. However, a shortage of caregivers is a major problem facing agencies, with 70 percent calling it their biggest challenge. Recruiting caregivers is difficult, said 55 percent of respondents, due to a lack of qualified candidates.

The second most common recruiting problem was finding caregivers who live in relatively close proximity to patients. “Rarely does a professional caregiver live on the same street as a client,” explains the survey. However, only sixteen percent of respondents cited this as their top recruiting issue, so it pales in comparison to the difficulty in finding qualified caregiver applicants.

The Evangelical Lutheran Good Samaritan Society (Society), the nation’s largest not-for-profit, faith-based provider of senior housing and services, seeks a Corporate Compliance and Privacy Officer for its fast-growing Home & Community Based Services (HCBS) business enterprise. 

This leader directs planning, development, implementation, training, and monitoring of all regulatory compliance and HIPAA privacy programs for Home Health and Hospice services and Services@Home/Private Duty across the enterprise, including the Society’s subsidiary operations. This position is located in Sioux Falls, South Dakota; however, a telework arrangement may be considered.

Compliance: Broad knowledge of healthcare and business operations gained through a four-year degree in business, management or healthcare; prefer advanced degree applicable to the duties and responsibilities of the position, a minimum of 5 years’ experience in healthcare industry and at least three years’ experience in compliance/quality for a healthcare organization or equivalent.  Must have knowledge and experience in payment, reimbursement and clinical documentation requirements for home-health related services - especially for the Medicare program.

Privacy: Certified in Healthcare Privacy (CHPS) or Registered Health Information Administrator (RHIA) designation preferred; knowledge/experience in electronic medical records in healthcare; ability to learn/develop high proficiency in computerized records systems.
