Action Alert: Tell Your Elected Representatives to End Pre-Claim Chaos!

The National Association for Home Care & Hospice (NAHC) is asking everyone to contact their members of their members of Congress and ask them to urge the Centers for Medicare & Medicaid Services (CMS) to rescind its prior authorization proposal for Medicare home health care services.

The Pre-Claim Review (PCR) Demonstration in Illinois, which began on August 3, 2016, has created a chaotic and expensive mess. Home health agencies (HHA) are encountering a 60-80 percent non-affirmed rate, with reasons for denials often contradictory, nonsensical or non-existent. PCR features a time-consuming new paperwork burden, an inefficient electronic system that cannot process the documentation, physician unfamiliarity with what is needed for PCR due to poor education from the Center for Medicare and Medicaid Services (CMS), all leading to considerable cash flow problems at agencies. At least one Illinois HHA has closed due to PCR and others may soon follow. This is forcing HHAs to withhold the start of patient care until a favorable decision is received, resulting in longer hospital stays, which waste money. This, of course, defeats the purpose of PCR, which is to eliminate unnecessary cost. An average day in an Illinois hospital costs $2025, but a home health visit costs a mere $168, so every single day a patient spends in a hospital when he or she should and could be receiving treatment at home, is a significant unnecessary cost. The Pre-Claim Review Demonstration is defeating its own purpose!

NAHC Responds to New Emergency Preparedness Guidelines with a Pre Conference Workshop to Answer Your Questions
Pre Conference Workshop, Sunday, October 23, 2016, 8 a.m. to noon

The Centers for Medicare &Medicaid Services (CMS) just issued the long-awaited final rule establishing the first-ever national emergency preparedness requirements for 17 providers that includes home health, hospice and PACE programs. This regulation, which mandates that providers plan extensively  for natural and manmade disasters -- with a specific focus on patients and employees -- imposes detailed requirements that will be costly,  time intensive,  and will involve a broad range of organizational employees to implement.

The National Association of Home Care & Hospice will hold a pre-conference workshop to address your concerns and answer your questions about the new emergency preparedness guidelines.

The Evangelical Lutheran Good Samaritan Society (Society), the nation’s largest not-for-profit, faith-based provider of senior housing and services, seeks a Corporate Compliance and Privacy Officer for its fast-growing Home & Community Based Services (HCBS) business enterprise. 

This leader directs planning, development, implementation, training, and monitoring of all regulatory compliance and HIPAA privacy programs for Home Health and Hospice services and Services@Home/Private Duty across the enterprise, including the Society’s subsidiary operations. This position is located in Sioux Falls, South Dakota; however, a telework arrangement may be considered.

Compliance: Broad knowledge of healthcare and business operations gained through a four-year degree in business, management or healthcare; prefer advanced degree applicable to the duties and responsibilities of the position, a minimum of 5 years’ experience in healthcare industry and at least three years’ experience in compliance/quality for a healthcare organization or equivalent.  Must have knowledge and experience in payment, reimbursement and clinical documentation requirements for home-health related services - especially for the Medicare program.

Privacy: Certified in Healthcare Privacy (CHPS) or Registered Health Information Administrator (RHIA) designation preferred; knowledge/experience in electronic medical records in healthcare; ability to learn/develop high proficiency in computerized records systems.
