CMS Announces Delay in Florida Pre-Claim Review

As reports of the chaos created by the Pre-Claim Review Demonstration (PCR) in Illinois continue to roll in, the Centers for Medicare & Medicaid Services (CMS) announced on Monday night, September 19, they will delay the start date in Florida by at least 30 days.

“Based on early information from Illinois, CMS believes additional education efforts will be helpful before expansion of the demonstration to other states; therefore, we will not move forward with initiating the demonstration in Florida in October,” the agency stated on its website. “This education effort will focus on how to submit pre-claim review requests, documentation requirements, and common reasons for non-affirmation.”

Of course, NAHC warned CMS that the pre-claim review program “violates standards of reasonableness, economy, and efficiency” and that it is untargeted, with “high administrative costs and operational burdens” and “likely to create improper barriers to access to timely care.”

NAHC’s Full Court Press for the Home Health Care Planning Improvement Act

NAHC’s government affairs staff has been meeting with numerous Congressional offices in the closing weeks before Congress plans to recess before the election, to request support for the Home Health Care Planning and Improvement Act (H.R. 1342).  Now that the bill has gained 202 cosponsors in the House of Representatives, which is a credible number of cosponsors in the 114th Congress, NAHC’s efforts have been directed toward key members of the Committee on Ways and Means and Energy and Commerce Committees in order to advocate for the advancement of the bill through these committees of jurisdiction in the House of Representatives.

Last week, Richard Brennan, Sr. V.P. of Government Affairs, met with the staff from the offices of Rep. Richard Hudson (R-NC-08), Rep. Steve Scalise (R-LA-01), Rep. Markwayne Mullin (R-OK-02), and Rep. Gus Bilirakis (R-FL-12) who are members of the Energy and Commerce Committee and Rep. Sam Johnson (R-TX-03), Rep. Erik Paulsen (R-MN-03), Rep. Vern Buchanan (R-FL-16) and Rep. Kenny Marchant (R-TX-24) who are members of the Committee on Ways and Means.  Brennan also met with the office of Rep. John Kline (R-MN-02) whose rural district south of Saint Paul Minnesota could benefit from greatly from the expansion of authorizing responsibilities for nurse practitioners.

The Evangelical Lutheran Good Samaritan Society (Society), the nation’s largest not-for-profit, faith-based provider of senior housing and services, seeks a Corporate Compliance and Privacy Officer for its fast-growing Home & Community Based Services (HCBS) business enterprise. 

This leader directs planning, development, implementation, training, and monitoring of all regulatory compliance and HIPAA privacy programs for Home Health and Hospice services and Services@Home/Private Duty across the enterprise, including the Society’s subsidiary operations. This position is located in Sioux Falls, South Dakota; however, a telework arrangement may be considered.

Compliance: Broad knowledge of healthcare and business operations gained through a four-year degree in business, management or healthcare; prefer advanced degree applicable to the duties and responsibilities of the position, a minimum of 5 years’ experience in healthcare industry and at least three years’ experience in compliance/quality for a healthcare organization or equivalent.  Must have knowledge and experience in payment, reimbursement and clinical documentation requirements for home-health related services - especially for the Medicare program.

Privacy: Certified in Healthcare Privacy (CHPS) or Registered Health Information Administrator (RHIA) designation preferred; knowledge/experience in electronic medical records in healthcare; ability to learn/develop high proficiency in computerized records systems.
