The Homeland Security Council's "National Strategy for Pandemic Influenza - Implementation Plan," issued May 3, 2006. This document more than 300 critical actions to address the threat of pandemic influenza, and is a follow-up to a November 2005 preliminary report that outlined the government's goals for developing immunizations, stockpiling medicines and other supplies, enhancing surveillance efforts, and supporting state and local efforts.

The Government Emergency Telecommunications Service (GETS) is a White House-directed emergency phone service provided by the National Communications System (NCS) in the Information Analysis and Infrastructure Protection Division of the Department of Homeland Security. GETS supports federal, state, local, and tribal government, industry, and non-governmental organization (NGO) personnel in performing their National Security and Emergency Preparedness (NS/EP) missions.

National Communications System (NCS) program for priority cellular network access. The WPS was approved by the FCC for NS/EP requirements on a call-by-call priority basis.

The Telecommunications Service Priority (TSP) Program provides national security and emergency preparedness (NS/EP) users priority authorization of telecommunications services that are vital to coordinating and responding to crises. As a result of hurricanes, floods, earthquakes, and other natural or man-made disasters, telecommunications service vendors may become overwhelmed with requests for new telecommunications services and requirements to restore existing telecommunications services.
